By “eastern despotism” we mean such a form of state power and at the same time such a political regime when:
a) the powers of the head of state are unlimited;

d) suppression of personality, lack of freedoms, the most humiliating servility make every person, including formally free ones, a slave of “order,” tradition, faith.
These features - together or separately - can be found in the history of imperial Rome, feudal-absolutist Europe and even in later times. The originality of eastern despotism is determined primarily by its social base - the rural community, dependent on its irrigation system and closed in relation to other communities. With its conservatism and alienation from the outside world, and its reluctance to interfere in the “extraordinary spheres of politics,” the rural community undoubtedly contributed to the transformation of the central government into despotism. It wasn’t even a matter of specific people and their desires, it’s just that this way of life, when many did not leave their settlements for many years, was natural for that time. The suppression of a person, his initiative, his personality and will began and was carried out within the boundaries of the group to which the person belonged by birth. At the same time, rural communities could not do without an organizing central authority that gave them unity; a good or bad harvest depended on the type of government, whether it cared about irrigation or not. Taken together, all three departments - military, financial and public works - constituted a bureaucratically organized state apparatus of power, which, in turn, needed a connecting link, which was for it the pharaoh, pathesi (ruler), etc.
Sumer. In Mesopotamia, the development of civilization depended on irrigation, which was supposed to regulate the floods of the Tigris and Euphrates rivers. This task was completed around the middle of the 4th millennium BC. Around the same time, the first Sumerian tribes appeared in Southern Mesopotamia and the Uruk culture emerged. It is characterized by the creation of the foundations of Sumerian civilization, the emergence of a class society and statehood. Around the end of the 4th - beginning of the 3rd millennium BC. Pictographic writing emerges, the need for which is associated with the need to strictly take into account the complex and diverse temple economy that has arisen. In the first half of the 3rd millennium, Southern Mesopotamia dominated the region economically and politically over the Akkadians and Hurrians living to the north. Irrigated agriculture was improved, the number of metal products increased, and the first bronze tools appeared. Slave-holding relations are developing rapidly, government bodies with all the characteristic attributes are being improved: the army, bureaucracy, prisons, etc. The history of Sumer at this time is divided into three early dynastic periods. In the XXVIII -XXIV centuries. BC. the cities of Kish, Uruk, Ur, Lagash, and Umma successively rise and gain hegemony. In the XXIV - XXIII centuries BC. Sumer falls under the rule of the Akkadian rulers, the most influential of whom was Sargon, as a result of whose activities all of Mesopotamia and some adjacent areas were united under the rule of one ruler. In the 22nd century BC. the territory of Sumer was conquered by the nomadic tribes of the Kutians (Gutians), whose power was overthrown by the founders of the III dynasty of Ur (XXII - early XX centuries BC). At this time, significant changes took place in the economy, society acquired a pronounced slave-owning character, and grandiose construction was underway. This type of temple building in Mesopotamia, the ziggurat, is being improved. The state structure of the Sumerian-Akkadian kingdom during the III dynasty of Ur acquired the typical features of eastern despotism, and a significant layer of bureaucratic bureaucracy appeared in the country. Writing is being improved, the myth of Gilgamesh is being created and written down, where for the first time in world history we encounter the legend of the Flood, which later, with minor changes, became part of the epic of many peoples, including the Bible. At the beginning of the 20th century. BC. The Sumerian-Akkadian state perishes under the onslaught of neighboring tribes and peoples.
Egypt . Ancient Egyptian civilization arose on the banks of the great African Nile River, and the entire life of this country is closely connected with the Nile and the creation of a unified irrigation system.
In the V - IV millennia BC. In Egypt, the process of decomposition of primitive communal relations took place, the first metal products appeared, and the settled population increased, as evidenced by the presence of fortified settlements. Within small regions-nomes, the first states appeared, of which there were several dozen. At the end of the 4th millennium BC. these nomes united into two large states, covering the territory of the Nile Delta (Lower Egypt) and the river valley itself up to the first cataract (Upper Egypt). They often fought each other until the rulers of Upper Egypt, the most famous of whom were the pharaohs Narmer and Mina, subdued around 3100 BC. Lower Egypt. Mina founds a pan-Egyptian dynasty, which is considered the First; The pharaohs are building, at this time their luxurious burials appear, accompanied by the burials of dozens and hundreds of servants and slaves. The first two dynasties are traditionally united within the framework of the Early Kingdom (3100 - 2800 BC). At this time, Egypt became a highly developed centralized state.
It was during the era of the Early Kingdom that hieroglyphic writing appeared. The III-VI dynasties are considered the Old Kingdom (2800 - 2250 BC), the most characteristic detail of this period is the construction of the giant tombs of the pharaohs - the pyramids. The pharaoh is deified, so his funeral cult, the main element of which is the construction of the pyramid, becomes the most important social function. At this time, Egypt was turning into a centralized bureaucratic state with a standing army and a huge staff of officials distributed among various departments. The pharaohs pursue a policy of conquest, subjugating the Sinai Peninsula, Northern Nubia, and Southern Palestine. The period of the Old Kingdom ends with grandiose unrest that arose due to the separatist tendencies of the rulers of various nomes. As a result, the unified state breaks up into a number of separate areas, shaken by social unrest and wars with each other. This period lasted from 2250 to 2050. BC, was called the First Transitional.
Indian civilization . In the V -IV millennia BC. On the western edge of the Indus River valley, the first agricultural settlements appeared; in the 4th millennium, a highly productive agricultural system developed, using fields irrigated by river floods. The Indus Valley and its tributaries are being developed, and pottery and metal processing are developing in communities. In the second half of the 3rd millennium, a civilization called the Indus, or Harappan culture (based on the largest center), emerged, which dates back to 2300 - 1700. BC. This culture is characterized by the presence of large cities with a clear layout, monumental public construction, a developed irrigation system, and the presence of trade and cultural ties with South India, Balochistan, Afghanistan, Iran, and the south of Central Asia. It is known about sea and land trade with Mesopotamia. The political history of the Indus civilization is completely unknown, perhaps due to the fact that the writing of the Harappan culture, which contained about 400 pictorial characters, has not been deciphered. There is reason to believe that this civilization had developed centralized state structures, in many ways similar to those of ancient Mesopotamia. In the first half of the 2nd millennium, the cities in the Indus Valley fell into decay, and tribes who came from Baluchistan settled on their ruins. The reasons for the decline are obviously internal, since archaeologists do not trace any traces of violent destruction. Perhaps the cause of the decline was soil depletion, climate change following intensive deforestation, and social contradictions. Subsequently, the formation of class society and civilization in India begins, as it were, anew, in a different historical situation and on a different territory, and the achievements of the Harappan culture were forgotten for a long time
How to recognize a despot?
The main behavioral signs of a despotic person are:
The target's desire to take control of everyone who shows interest in him (anyone), and then the desire to maintain this control at any cost. Vengefulness, always developing in two directions - in relation to controlled objects to intimidate them and in relation to those who managed to leave the tyrant’s sphere of influence. The need to morally and physically humiliate people, which always happens openly, demonstratively. An unmistakable “feeling” that determines when surrounded by weak individuals who are not prone to moral resistance.
All despotic people are excellent manipulators, so at the very beginning of communication they can only be recognized by indirect signs. The final “revelation” of character occurs when the tyrant encounters resistance against himself or feels the complete subordination of those around him and no longer considers it necessary to hide his true “I”.
Signs of despotism
In a society where the perception of violence and personal boundaries is violated, despotism can be perceived as a manifestation of character or even respected. People who were traumatized by the dependent type in childhood fall in love with despots and tyrants as adults, again without noticing the gross violation of their freedom.
One of the characteristic signs of despotism is the perception of physical and psychological violence as a norm of behavior and a way of regulating relationships. Such mechanisms are the main ones in interaction with a despot; he practically does not know how to ask, negotiate, or seek compromises.
Any type of violence is used when the partner’s behavior does not correspond to the desires of the despot, and at first he can demonstrate his dissatisfaction and give the other the opportunity to correct himself; if this does not happen as soon as possible, then the other will be punished (a blow to the face or a week of silence - it doesn’t matter). It is worth noting that the requirements for a partner’s behavior are often quite strange, and dissatisfaction will be caused by what others perceive as the norm

Behaviors such as gaslighting often occur when a despot convinces another that everything bad is a figment of his imagination. They can talk for a long time about how cruel treatment was invented. And rudeness is perceived this way because of the unstable mental state of the despot’s victim herself. One’s influence and guilt are never acknowledged; on the contrary, another may be accused of manipulative hysterics, when in fact these are tears of pain. Humiliation and insults in front of others become the norm, and when trying to clarify relationships, a person may be accused of lacking a sense of humor, explaining such statements as a joke. Typically, despots try to completely destroy another person's self-esteem in order to have even more leverage to control. The mechanism is something like this: a person gets used to receiving huge doses of compliments, so at the first criticism he will do everything to improve, then the criticism becomes more frequent, and the desire to correct the situation becomes stronger. The main signs of classical despotism
At its core, despotism represents the absolute power of one person - the despot. In managing the population of the country, the ruler relied on the apparatus of state coercion and management - the army, police guards, and officials of various ranks.
Often, the unlimited power of a despot was explained by his divine origin, which resulted in his lifetime deification. Examples include the ancient Egyptian pharaohs, Japanese emperors, Aztec and Incas rulers. European monarchs, including Russian emperors, although they were not directly deified, were still considered “God’s anointed,” that is, people who had an exclusive, divine right to rule.
Modern historians identify several main features of despotism in the classical sense of the word:
- The unlimited power of a despot. The state does not have any sets of laws, constitution, or representative bodies that limit the power of the ruler.
- Lack of private property rights in the state. All material wealth, instruments of production, land and the people themselves inhabiting the country are considered the property of the despot.
- Transfer of power by inheritance. The hereditary ruler is appointed at the personal discretion of the despot, without taking into account the opinions of the people and immediate circle.
- Justification of a despot's right to power by his divine origin, or by the divine origin of his right to rule the country.
- The country is governed through a bureaucratic or aristocratic hierarchical system.

Violations of such traditions by the ruler often led to rebellion, palace conspiracies and civil wars. And in a number of early feudal despotates in Eastern Europe, the successor to the despot was appointed by their overlord - the Byzantine basileus.
